Job Title: Human Resources Manager

Description of responsibilities:

Under the direction of the Executive Director, the Human Resources Manager oversees the overall strategic direction, planning, coordination, administration, and evaluation of the human resources function for all LULAC centers, at various locations throughout New Haven County. The Human Resources Manager is responsible for developing and ensuring the effective implementation of plans, systems, policies, and processes for the department. This position requires a true strategic business partner who is collaborative and capable of building consensus and commitment toward shared outcomes. The position oversees the HR Generalist and coordinates regularly with Fiscal and Program Managers.

Essential Functions:

  • Supervises the overall strategic direction, planning, coordination, administration, and evaluation of the human resources function as a member of the Executive
  • Collaborates with management as the principal risk and safety officer, developing, preparing, and implementing policies and procedures to ensure compliance, and chairing the Safety
  • Partners with the leadership team to develop and drive the Talent Management Strategies of the organization
  • Trains and develops and supervises the Human Resources staff
  • Leads the effective and efficient administration of the performance management
  • Oversees recruitment efforts to ensure efficient and effective placement of qualified
  • Works with the Fiscal team and Executive Director in payroll
  • Supervises the annual renewal processes of employee insurance and benefits
  • Develops and completes reporting for the agency and presents reports to stakeholders as
  • Participates in local, state, or federal reviews and
  • Maintains current knowledge and application of all relevant laws and regulations at the local, state, and national levels to mitigate legal risk to the
  • Partners with leadership to develop and implement a competitive compensation system and Total Rewards/Pay philosophy to attract and retain
  • Designs and implements strategies to optimize and integrate department technology
  • Develops and presents training and presentations for staff and other stakeholders, including the Board of Directors and Policy Council
  • Reviews policies and procedures annually and ensures employees receive required training

Required experience:

  • Bachelor’s degree in Human Resource Management or a related field, MBA a plus
  • 5-8 years of progressive Human Resource Management
  • One year of related experience within a non-profit agency is
  • Experience with diversity and inclusion programs.
  • SHRM / HRCI certification is (SHRM-CP, SHRM-SCP, SPHR, PHR) Computer literacy (i.e. creating documents/forms, excel spreadsheets, database/spreadsheet knowledge, Microsoft Suite, Google Suite, Benefit Platforms, ADP, etc.)
